U.S. ARMY AWARDS HRsolutions PERSONNEL SERVICES AND SUPPORT CONTRACT

TO STRATEGIC RESOURCES, INC.

McLean , VA, October 1, 2004 —Strategic Resources, Inc. announced today an award from the U.S. Army under the newly launched HRsolutions contract.

HRsolutions was created by the U.S. Army as a product of the HRXXI Program Office, Office of the Assistant Secretary of the Army (M&RA), to streamline the acquisition of human resource (HR) services and support for the Army HR community, including family members. There are four program areas, each with three prime contractors with multiple subcontractors, all of whom were selected by Army HR specialists who placed a high premium on HR-related experience, top quality performance records, and competitive costs.

HRsolutions is the only Army HR services program to successfully pass through the Army Senior Procurement Executive and Army Acquisition Services Strategy Panel whose reviews are normally reserved for major weapons systems.

Strategic Resources, Inc. is one of three companies who will provide services under the $1.5B Personnel Services and Support portion of the program. Strategic Resources, Inc., the only small business awardee in this category, has the highest contract ceiling of the three awards at $646,003,044. Strategic Resources, Inc. has brought together a prestigious team of companies for this effort: Northrop Grumman Mission Systems, Lee Hecht Harrison, Anteon Corporation, Central Texas College, ES, Inc., KT Consulting, Native American Management Services, Inc. and nationwide staffing companies: The Bartech Group, Express Personnel Services, Spherion and Yoh IT.
